Renovating Rockville’s College Garden Park

Certain Rockville Maryland real estate by the College Garden Park’s project will be benefiting from the new construction which is predicted to be completed this summer.  The City of Rockville has been working with the College Gardens Civic Association, and Plymouth Woods Citizen Association in studying the storm water management (SWM) system in College Gardens Park.  By  retrofitting the park’s storm water management system, 78 acres of surrounding residential and commercial Rockville MD real estate will benefit.  One of the goals for this construction is to stop the continues eroding of the streams banks.  This erosion has begun to cut  into the yards of some Rockville Maryland homes.  
A SWM pond in a nutshell is a pond that intercepts water runoff before it reaches a stream.  What this does is control the volume of runoff that will be entering the stream by releasing it over a period of time.   This project will also help to protect an exposed sanitary sewer manhole, and to fix a deteriorating storm drain outfall.  Hopefully all of the issues will be solved with the   restoration of the 500 linear foot stream located downstream of Princeton Place.  The park will also be receiving other updates that many Rockville Maryland real estate owners will be able to enjoy.
College Garden Parks Proposal time line
  • 1999: Watts Branch Watershed Study began
  • 2001: City began to investigate storm water management  options
  • 20001-2005: began to work on low impact design techniques for Storm Water Management in the park
  • Dec. 2005: Mayor’s staff recommends a traditional storm water management system be used in the park
  • Jan. 2006: College Gardens Task Force is formed
  • Feb 2006: Charles P Johnson associates hired to evaluate the Storm Water management system
  • May 2006: Slater associates hired as Park Planners, and a survey  was sent to neighbors of the park to find out what amenities they prefer.
  • June 2006: Storm Water Management engineers recommend a pond be put in the park
  • Aug 2006:Slater associates begin design of park from survey results
  • Sep. 2006: public meet to comment on proposed park design
  • Fall 2006: Task Force reviews comments from the public
  • Fall-Winter 2006: project updates and recommendation from task force presented to the Mayor and council.
  • Winter 2006: staff requests funding for storm water management pond
  • Spring 2007: city and task force continue work with park neighbors
  • Nov. 2008: HMF Contractors Inc. bid was accepted on the park

Construction Details for College Garden Parks
The winning bid for this project was by HMF Paving Contractors, Inc. for $1,389,481.50.  Not only will this money be allocated to creating a new regional SWM pond, but it will also be used to improve park features, and install spot stream restoration.  Some of the new features that you will see at College Gardens Park are new basketball courts, a deck and small shelter that will overlook the pond and concrete pads on which to put picnic tables.
